The voting irregularities surrounding the 2000 presidential election simply reflected a historical American bipartisan tradition, according to Freeman (Center for Organizational Dynamics, Univ. of Pennsylvania) and Bleifuss (editor, In These Times). This book joins a growing number of studies claiming that fraud of one kind or another tarnished the 2004 presidential election (see, for example, Mark Crispin Miller, Fooled Again, 2005). Unfortunately the authors do not provide a clear answer to the question posed in their title. Their core concern is explaining the difference between Kerry's projected vote (based on exit polls) and the actual vote he received in key battleground states. In almost every case, Kerry's actual vote was significantly lower than forecasted by the exit poll. Although this consistent difference is highly unusual, the authors readily admit it is not proof that the official vote count was fraudulent. Yet their concluding sentence, concerning the disparity in Ohio, reads "Either the exit poll was deeply flawed, or else the vote count was corrupted." This volume is not a conspiratorial rant, but a spirited inquiry into the quality of American presidential elections. Anyone interested in maintaining the legitimacy and integrity of American elections will find it stimulating and, perhaps, convincing. Summing Up: Recommended. All readership levels.
